I don't know about the US and most other countries, but if you specifically follow a person (as opposed to "just happened to be going their way"), it certainly is illegal - it's called stalking with intent. In this case, although things can be said to cut both ways, if Zimmy made it his specific task to follow Martin, he would be breaking the law here.
