Suggestions are what lead to decisions. When all decisions are removed from you, it is almost guaranteed that suggestions will shortly follow. For fear of 'How dare you tell me what to do'.
Can it be done without this? Sure. Is the op capable of drawing this line? Doubtful imo.
How are you reaching the conclusion that removing all decision making removes the capability to make suggestions?
That doesn't follow for me at all. There are various social constructs in which humans have their right to make decisions removed from to certain extends, prison and the military come to mind immediately. None of those have shown to make human being incapable of thinking for themselves, the only thing that's affected is how they express thinking for themselves.
A slave being ordered to only prepared food when told to, and only the type of food they're ordered to prepare, doesn't become incapable of asking permission to speak and politely point out that the household is almost out of pickles. Nor do they become incapable of doing the same when desiring to point out that the Owner took the wrong turn.
Especially not when strict orders have been given to point such thing (and other potential upcoming problems) out when every she notices them. I can't imagine any sensible Owner not having a standing order that potential problems need to be pointed out, nor did I see any indication from the OPs profile that he's looking for a strictly "yes Master, no Master" slave, prohibited from expressing any kind of intelligent thought.
