Uruguay's Lower House has passed a bill legalising a marijuana market. The Bill is expected to pass the Upper House and become law soon.

This is the first time a nation has decriminalised a marijuana market and follows the recent referenda in 3 US States that decriminalised grass there. As such it is a major crack in the increasingly tottery facade of international marijuana prohibition.

"Legislators in the ruling coalition said putting the government at the centre of a legal marijuana industry is worth trying because the global war on drugs had been a costly and bloody failure, and displacing illegal dealers through licensed marijuana sales could save money and lives.

They also hope to eliminate a legal contradiction in Uruguay, where it has been legal to use marijuana but against the law to sell it, buy it, produce it or possess even one plant.

"Uruguay appears poised, in the weeks ahead, to become the first nation in modern times to create a legal, regulated framework for marijuana," said John Walsh, a drug policy expert at the Washington Office on Latin America. "In doing so, Uruguay will be bravely taking a leading role in establishing and testing a compelling alternative to the prohibitionist paradigm

Another nail in the coffin of failed prohibitonist drug policies. How long before we can bury this costly deadly failure for good?

Sounds like they're doing it a lot better than we are. Good for them.

The US will demand some way of ensuring that their legal stuff doesn't escape and end up on your black market. Ridiculous, because it'd be easier for it to escape their illegal trade than their legal one. Also, because us legalizing it would be far more effective and strain relationships less than us making self-policing demands of other nations.

Reagan and his handlers succeeded in destroying the notion that civilization should posses one ounce of civility. The highest incarceration rate in the world came quickly after his election. This apparently being his (their) notion of "getting the government off the people's backs."

Thirty years on, and we're just now taking baby steps back to civility. The mega-conglomerate media is watching us, and taking notes, with duly furrowed brow, about all this.

They 'caution' about our taking this step, as they simultaneously 'caution' the congress or the administration or the regulatory agencies about the tepid and oh so timid steps the congress or regulatory agencies might contemplate in asking please, pretty please, that the financial industry that wrecked the world economy would maybe, but only if they feel like it, take some tiny, eensie-weensie small measure to at least ostensibly present a good face that they won't do it again, but only if it doesn't trouble them too overly much.

The US is bound by treaty not to legalise pot. In light of the states legalising it, the whitehouse got a letter from the UN reminding them of this. Of course treaty obligations don't botther the US except for when it comes to the rights of the People. Any other treaty they might just say go fuck off, but there is money to be made in cops and robbers.

The US' reaction ? Given past performance I would say a round of sanctions. Of course a South American country might just tell the US to keep its fucking blood money and offer up a course for the politicians in human rights like Ecuador did. Of course Ecuador backed down.

However it seems that soon the bully will have too many kids against him. His "in" crowd grows thinner and thinner. Eventually the playground will be free.

Single Convention on Narcotic Drugs

but we could withdraw from it, but that is not the only impediment, we have many organizations here who would fight legalization tooth and nail.

Yes, the oil companies and the Pharaceuticals. Together they damnear have the (congress) buying power of AIPAC.

I'm surprised someone isn't up here demanding a link proving that treaty, I am sometimes surprised at all the shit people ask to be proven that is public, mostly common knowledge.

The phony "war on weed" is not just an American issue. It really is a Global issue. States and Countries are finally starting to wake up. Little by little, State by State, Country by Country, The "Reefer Madness" neo-fanatics are starting to be exposed for the fakes they really are. Its about time.

It wasn't a demand for a link.

Has anyone wondered why prohibition was an amendment rather than just a bill in congress ?

I imagine it will all be over once the governments have full control of this peaceful and extremely beneficial plant. GMO weed, controlled, punished, and taxed heavily.
I'm in favour of decriminalization rather than legalization, which is just code for "government control". Government is far big enough already.

http://en.wikipedia.org/wiki/Cannabis_reform_at_the_international_level     This gives a good look into cannabis on the International level. I didn't even know this myself until today. The influence is much bigger than the US, although the US certainly plays a very important role in all of this.

http://reason.com/blog/2012/11/23/a-treaty-cannot-authorize-the-feds-to-ma  So the UN wants to tell the states what to do now? In  reality, the U.S. ignores the U.N. when it benefits them. Somebody say Iraq?

A general question.

Where do you draw the line with weed ? At what strength do you consider it safe ? The stuff on sale today in the UK is more potent than that of the 80s, let alone the sixties, super strength Skunk is stronger still. Skunk has been shown to cuase several issues affecting mentla health, such as paranoia and an effect on short term memory. Studies in the UK have proved this beyond doubt.

My question is, does anything go, or should a line be drawn regards super strength weed.
