The local newspaper is owned by Ganette- said corporation has ties to the fracking industry- the corruption goes clear up the the governor. If you could find concrete proof of that, you might have a shot, otherwise, small-town politics is roughly akin to the perennially popular people in high school always winning class president, prom royalty, etc, etc. And it has to be bullet-proof, not supposition or conjecture. Emails, letters, purchase orders, stuff like that. Hard proof, not angry rambling from disgruntled former employees. You'd need the services of an impartial forensic accountant, a lawyer with experience in both corporate and government law, and real investigators. Big companies are learning how not to create electronic paper trails on stuff like this, or have gotten much better at creating layers of obfuscation to keep their real intentions secret. All this takes money, and lots of it. While there are some groups that oppose fracking that have that kind of juice, they will most assuredly need to see hard evidence before they commit their resources into exposing this. There is a bonus, though, if you do get that evidence: you can use it to drum up local heat among the non-voters in your area, and that might prove the tipping point for your man. Again, and it bears repeating, hard evidence. Not vague Internet ramblings, but papers, letters, emails, receipts, and cash transfers (that's what the accountant is for).
