It wasn't so much the hardware as it was the people who were developing it. Have you ever heard of Operation Paperclip? It was a program that brought in Nazi scientists to work on space and defense-related industries. Some of those guys' backstories were horrendous, and with a sizable population of of returned veterans in the country, it was important that their presence be kept as low-key as possible. Some, like Von Braun, they couldn't hide away, but the others that didn't have the 'rock star' persona he had, could be squirreled away to do the things we needed to beat Russia if the balloon went up. Area 51, S4, and Dreamland were only a couple secure facilities those guys worked at. With 51, it was determined that the best way to keep its secret was to make another secret open, and UFOs and aliens worked perfectly. They had the advantage of a surge in pop culture (B movies, documentaries, books and magazines) to fuel the fire, enough 'gee-whiz' technology and techiniques to provide the spark, and all they had to to give it oxygen was to lock the place down just enough to make it mysterious. Area 51 was the greatest red herring of all time, the ultimate expression of hiding in plain sight. The best thing about it was, once they put all the pieces in place, the story became self-supporting. The less they tried to manipulate it, the better it worked because the lack of action in itself became the 'proof' many were looking for.
