North Carolina has become the first state to cut off welfare benefits to poor residents in the wake of the partial federal government shutdown, ordering a halt to processing November applications until a deal is reached to end the federal standstill.

More than 20,000 people - most of them children - receive monthly benefits aimed at helping them buy food and other basic supplies through North Carolina's welfare program, called Work First, which is fully funded by the federal government. Recipients must reapply each month.

The state's Department of Health and Human Services told its local offices in a letter dated October 10 not to process applications for November benefits until the federal government reaches a deal to restore normal operations.

"We are heavily dependent on federal dollars," said Julie Henry, spokeswoman for the state HHS department. "When these kinds of things happen at the federal level, it has an immediate impact."

Other North Carolina programs funded through the federal Temporary Assistance for Needy Families (TANF) grant also will be affected. That list includes childcare subsidies that cover more than 70,000 children and have already ceased being distributed in some parts of the state.

The federal agency that oversees TANF, the Office of the Administration for Children and Families, urged states to continue funding the program, saying in a letter that the states would be reimbursed unless Congress specifies otherwise.

Critics note that a state "rainy day fund" has $650 million for emergency use and say it's politics, not finances, that drives North Carolina's position on federal programs. The Work First program cost about $4.8 million for September in North Carolina.

"I would say this is an emergency," says Alexandra Sirota, director of the North Carolina Budget and Tax Center, which advocates for low-income citizens. "They're cutting off a lifeline for thousands of North Carolina families who have experienced significant hardships."

Last week, the same state department briefly planned to suspend WIC benefits, which supply baby formula and other staples to poor women with young children. That decision, also unique nationwide, was reversed a day later after the state budget director intervened to provide funds to keep it going.

Workers have been told to continue accepting the applications for November benefits but not to process them until the federal government shutdown ends.

The benefits are applied for and received on a rolling basis. There is no deadline for applying and no single day in which people receive the benefits. That said, anyone who applied for October before this week will receive their benefits.

The state of Arizona said earlier in October it would suspend TANF benefits, but reversed that decision. Governor Jan Brewer ordered that state funds be used to continue the program through October 31.

Bleeding hearts say they don't get enough food and are obese because they eat the wrong foods. Yeah, using that logic, I guess the Nazi concentration camp victims must have been fed the "right" foods because they didn't get much to eat and were NOT fat hogs!

Basic physics, energy cannot be created or destroyed by ordinary means. If you have fat on your ass, the calories to create that fat had to go thru your mouth! It is IMPOSSIBLE to create more calories of fat than you ate. If you think you can, , you patent it , because you just created a perpetual motion machine! A machine that creates more energy than it consumes!

You are wrong. What happened at WalMart showed the true character only of those who took advantage of the situation. That's it. You could be right (I highly doubt it), but you can't extrapolate to the whole group based on a local sample size far, far smaller.

Lets see if I can explain the Republican insanity....sanely....

They withhold the funds from those that need it the most in the society. Those people become desperate for the simple necessities of life: food, shelter, medicine. Finding stable jobs that pay enough over the poverty level in that state is tough as is, without this 'piece of wisdom' being pushed onto the good citizens. So they resort to stealing and murder. This in turn drives up the firearm industry. Middle class citizens can not afford full time guards and high walls like the rich. So they buy up huge numbers of guns, bullets and other assorted traps. Soon enough the state's crime rate increases. This allows the NRA to convince any remaining sane people in government to further remove laws disallowing when, where, how firearms are used. The result, is an even higher levels of bloodshed in the state. Which helps out the funeral industry (because they really do have everything to gain by massive bloodshed in that state). Less people, more empty houses. Makes it much easier to obtain a house, assuming they are armed to the teeth with several years of combat military training under their belt (not to mention a few black belts in several styles). An those sort of people ONLY vote Republican.

How is this politically motived again, tweakabelle? Republicans would NEVER stoop to such a dishonest and craven level!

You can not use the card in question to purchase TV sets. Even though the system was out of control for the cost, the systems in Wal-Mart (if they are anything like in New England) prevent such a card from being used to purchase non-food like items. Those are two different systems. Now its possible that system was compromised as well; but there is not evidence to support that conclusion right now. But I agree with DS here, in that the whole of the population that uses this card should not be lumped in with those that took advantage of it. However, they do have the names of those who used the cards in an unethical manner. Stuff like that will come back to haunt the person.

papapassion is wrong on one item. We could have a machine that creates more energy that in consumes. If we were to hook up all the people in the Tea Party to steam generators, we could in theory power the whole country on hot air. All we have to do is tell them the "2nd amendment is being revoked" or that "President Obama found a way to get a third term". Have enough energy until January when we'd have to think up a few new articles of bullshit for another few months.

I've seen the media whip up shopping frenzies many times before a major storm. Before Hurricane Wilma in S Florida in 2005, my man went to Target and came back with a whole bunch of junk that we ended up donating to charity. He said that's all that was left on the shelves. He'd never eaten it before in his life, we had plenty of food already, yet he felt compelled to get more. Many of the news articles compared what happened in the Louisiana WalMarts to Black Friday, another media-induced frenzy. This might have been a social-media-induced-shopping-frenzy.
