I don't think anyone with even half a brain, democrat or GOP, honestly thinks Putin is anti-war. Putin is ANTI-US and doesn't even try to hide it. He only wants to use international norms to constrain our behavior because the Russian military lacks the strength to do so directly. He'd never let himself be inconvenienced in the slightest by those same norms. Of course he argued against us attacking Syria- they are a Russian client state. That hardly puts him in contention for any peace prizes. He ground the city of Grozny into powder a decade ago without batting an eye, and had a pretty good time shooting up Georgia in the more recent past. I'd venture that he is more cold-blooded in the application of military force than either Obama (who had the stones to go after Bin Laden and has also be hard-nosed about unrelenting attritional drone strikes on Al Qaeda generally) or GW Bush (who rolled us into Afghanistan and Iraq both). Putin just lacks the means to fully express himself (although a quick romp through Ukraine was probably recently subtly threatened, given how the government there suddenly veered away from economic integration with Europe).
