I think it's just a personality type. My attitude towards doing something myself depends on how interested I am in the project. Does it sound fun? Do I have any other pressing obligations? How likely and severe are repercussions for doing it "wrong" (or WRONG, for that matter)? What's the cost of having someone else do it? For low-stakes tasks, I'm often happy to trade someone else doing the work for the freedom of not doing it. (I.e. "Oh, the forks aren't organized like I would do it? Sure was nice reading that trashy romance novel instead of emptying the dishwasher, and I can still find them.")

On the flip side, if I'm asked to do something, do it my way, and I get a "Well, here's how you SHOULD have done it..." type of response even though I didn't damage anything, I tend to become very busy the next time they need help with something. The best way to micro-manage means and ends is to do something yourself.

OP: You're paying (in part) for cleared sidewalks, right? Think about calling whoever is responsible for licensing rental units where you live, and tell them about your landlord's refusal to remove this safety hazard. You've complained in writing to your landlord already, right?

Actually, if you want something done right, use a bigger hammer, bigger gun, bigger bull dozer or bigger explosives.
