The best way to micro-manage means and ends is to do something yourself. OP: You're paying (in part) for cleared sidewalks, right? Think about calling whoever is responsible for licensing rental units where you live, and tell them about your landlord's refusal to remove this safety hazard. You've complained in writing to your landlord already, right?
