Something I've learned from past experience, if he's staring intently, in a creepy way, best not to let the eyes wander.

If I feel some stares at me too much I am asking him (or at times even a her, in which case its likely one who feels that I am not dressing myself up enough at my age) "Have you got a problem?" then often they hastily look away [:)]

I guess it all depends on who's looking. If you feel attracted in return, it's nice, if you think his creepy, then it's not cool.
