Why doesn't making clearly illegal appointments constitute "high crimes and misdemeanors"?

I guess for the same reasons torture and outing a CIA field agent didn't. There are impeachment articles drawn up against every president. They never make it out of committee (Clinton was more hated) because they will never survive the senate.

Obviously, lying about a blow job in the oval office is much more important than lying about WMD's

This is all a joke and even the SCOTUS knows it. 3 senators hanging around does not constitute being 'in session.' It is not a quorum and no senate work can get done. The filibuster is much worse yet no suits on that.
