Two excellent points bounty. Let me pick up the ball and run with it a bit.

Why did the obama administration not name an IG to the state department? For 1989 days, obama did not nominate someone to the post. The longest gap in history. And dear dear stupid liberals - you really can't blame this on the republicans. When the summer recess was over, he was approved by voice vote, after going through the usual vetting. In other words he was appointed the first month back after recess.

So the inspector general's office was vacant from 2007 till sept 30, 2013.
Hillary was confirmed Jan 2009, and was in office till February 2013

Had there been an IG, current law requires that he inspect each posting once every five years. Had there been an IG - he would have been in a position to know about a variety of issues such as:

1. Why the consulate security was waived, and on whose authority.
2. Why Hillary had no email assigned; why she transferred top secret information to her private email server.
3. Why the US was equipping Al-Qaeda affiliates with advanced weapons.
4. Bengahzi.
5. Why the US didn't seek congressional authority for the intervention in libya. there was little precedent for exceeding the 60-day statutory limit on unauthorized military actions – a limit which the Justice Department had said in 1980 was constitutional.
6. Why did the us sell half of its uranium assets -- to russia.
7. What were the ties of the Clinton's to the Muslim Brotherhood. Did they contribute to her decision to overthrow Mubarek?
8. Clinton negotiated the START II treaty with russia - a nuclear treaty it is routinely violating have more warheads that allowed under treaty. Why didn't secretary Clinton bring the this to the attention of the press? Could it be because she was getting millions and tens of millions in donations from Russia?
9. Might the inspector general have caught some of the rampant fraud in afghanistan? The 50 million dollar gas station - or the 500 million dollar generator?

The fact is - it is unprecedented for a US agency not to have an inspector general. And had it been important to the clinton's it would have been done. Rather, it was important to the clinton's that an inspector NOT be named.
