It's been a topic here for a while that the British system is too much about targets, exams, results, work for children at a young age.

The German system is more geared towards children interacting with other children at a young age.

I think generally the German system is deemed to be the superior of the two, and that system makes much more sense to me.

I think children should be given the room to be children when young. It's a long life and there's plenty time for people to work themselves into the ground!

I got a (this coming year) 4th and 2nd grader.
They are actively prohibited by us to spend more than an hour on homework after school, including if that means they don't finish it.

The reasoning is simple: we expect them to be able to have time to be kids. They have chores, music homework, are expected to play outside, are expected to have free time they can fill in as they please, are expected to spend time with their family in social activities, are expected to get enough rest/sleep.

Doing more than an hour of homework a day means sacrificing one or more of these other things their father and me expect them to do, which is unacceptable to us, and so unless the circumstances are exceptional, homework at this house has a cut off point, finished or not. With a kid that age, you only have 4-5 hours a night to get all that stuff crammed in if you want them in bed at a reasonable time. And then you haven't factored in meals and bath times yet.

Homework doesn't take priority over all else. Getting time to relax, recreate and rest, learning social responsibility by doing chores, or building emotional connections by spending time with family are just as important as learning good study habits.

The school gets this though... it's exceedingly rare that they have work they cannot finish in 30-45 minutes... and more of the time when they don't it's because they wasted their time instead of getting on with it.

At that age I think an hour a night is more than enough time. 20 hours on the weekend to me is just assinine. As others have pointed out, most college kids don't go that far. At the college I went to, they suggested 2 hours of study for every hour the class met. Now I suppose if you never did any work during the week, then you would have a lot more for the weekend but most of the kids I knew didn't put it off. It's also going to be different for every person. Depends on how well they study.

On the first day of class when I went to school all of my instructors told me that they expected me to spend 2 hours of home work for each hour of classwork. While this was college not the 4th grade, had I possessed those foundational skills my first semester would have been much easier.
