In short, if you want her gone, the removal process needs to start regardless of the cost or efficiency of it. Keeping her in jail only adds to that cost. There are, however, other less drastic options that solve the problem without locking someone up. For example, change the marriage licensing laws so that her name comes off of it, and any of her deputy clerks can sign the license. That might be as simple as an executive order from the Governor. Or my personal favorite: de-regulate marriage entirely and just have the government treat everyone as an individual. No more civil marriage.
