Cloudboy is correct, at a basic level. While the Democrats controlled Congress from 2008-2014, they tried a number of times to push a $250-400 billion infrastructure bill through Congress. Unfortunately, the Republicans required super majorities to pass the bill. Which the Democrats could not muster (as they lacked 60+ votes in the Senate). The bills themselves stated funding would be allocated to federal systems and to state projects based on a 'need' system. For example, bridges deemed 'structurally unsound' (Its called someone else, but I forget the term now), would be repaired/replaced first. Thus, roadways with a moderate issues would be repaired with what ever was left of the bill's funding. These bills did not apply only to roadways and bridges. But to canals and waterway shipping. And for updating the inter-state electrical system that supplies power across the nation (we use 1950's level technology in many places). Some of these bills were tied to 'green house' energy programs to promote hydro, solar, and wind generation production. So, you might actually try to get your facts straight before bashing people, bounty......
