Employers can still have limitations on hiring practices. An employee can get fired for being drunk on the job, and firing would also be likely if an employee was under the influence of certain drugs. Any drug whose effect would have a negative impact on safety could be on the list of things that get you fired. You can drink alcohol all you want as long as you're no longer under the effect of that alcohol while at work. An employer might be concerned about your drinking, on a personal, non-work health concern, but that won't impact your employment as long as you're not under the influence of alcohol while at work. Legalizing drugs would be considered pretty much the same way.
