“The evidence that Planned Parenthood Gulf Coast charged exorbitant amounts of taxpayer money in exchange for fetal specimens that it provided at nearly zero cost is overwhelming,” CMP President David Daleiden said at the time, urging Texas leaders to send a message that Houston's children are "not for sale."

They got the message - and so did Congress. After the Select Investigative Panel's investigation, they felt compelled to refer Planned Parenthood Gulf Coast for criminal prosecution.

Family Research Council President Tony Perkins believes the panel has taken the first concrete step to holding Planned Parenthood accountable for its grave actions.

"The panel's recommendation that Planned Parenthood Gulf Coast be criminally prosecuted is the appropriate next step in bringing justice to bear on a group that clearly sees itself as above the law.

The undercover videos released by Center For Medical Progress (CMP) earlier in the year have finally generated a positive government response. On the first of December, the House Energy & Commerce Committee’s Select Investigative Panel for Infant Lives announced that it has referred Planned Parenthood Gulf Coast to Texas Attorney General Ken Paxton for criminal prosecution for its role in selling the baby parts of aborted babies. Along with some documents garnered from Texas Public Information Act request (the state equivalent of a FIOA request ) the video demonstrates that Planned Parenthood was using accounting gimmicks to hide its illegal sale of parts, and also that the doctors were changing the way they conducted abortions in order to have better intact human baby remains to harvest for profit...

As Texas Right to Life notes, instead of pursuing an investigation of Planned Parenthood, the former Harris County District Attorney Devon Anderson “mismanaged the case to the benefit of her friends at Planned Parenthood,” indicting “citizen journalists David Daleiden and Sandra Merritt, the heroes who documented the shocking misconduct of Planned Parenthood” instead of prosecuting Planned Parenthood “after they were caught red-handed in blatant wrong-doing.” Charges against the CMP investigators were later dropped, and Anderson was not re-elected.

The Texas and Louisiana Planned Parenthood affiliate is one of nine criminal and regulatory referrals from the Select Panel. According to a fact sheet released by the Select Panel, the nine referrals include:

• The University of New Mexico was found to have violated their state’s Anatomical Gift Act by receiving tissue from a late-term abortion facility, Southwestern Women’s Options in Albuquerque, NM. The matter was referred to the New Mexico Attorney General for further investigation and prosecution.

• After conducting a forensic analysis of the limited financial data submitted by StemExpress, the Select Panel found that it was violating federal law by profiting from the sale of aborted baby remains. Referrals were sent to the El Dorado, CA District Attorney and the U.S. Department of Justice.

• The Panel’s investigation revealed that StemExpress and “certain abortion clinics” were violating patient privacy rights under HIPAA for financial gain. A referral was made to the U.S. Department of Health and Human Services.

• It was discovered that an abortion facility in Arkansas violated the law by selling aborted baby remains to StemExpress for profit. A referral was made to the Arkansas District Attorney.

• The Panel uncovered evidence that a university in Ohio was violating state law by trafficking in aborted baby remains. An oral referral was made to the Ohio Attorney General.

• DV Biologics, a tissue procurement company, was found to have been illegally trafficking aborted baby remains for profit and had failed to collect California sales taxes. The Orange County District Attorney has sued and the Select Panel made a supplemental referral. (Operation Rescue uncovered a quid pro quo relationship between the owners of DV Biologics and former presidential candidate Hillary Clinton, who granted special favors to them.)

• It was discovered that Planned Parenthood of Gulf Coast broke the law when it sold aborted baby remains for profit to the University of Texas. Operation Rescue’s Texas attorney, Briscoe Cain, received evidence of this illegal conduct through a FOIA requestand referred the evidence on to investigators. The Select Panel referred the case to the Texas Attorney General.

• Advanced Bioscience Resources was found to have profited from the sale of aborted baby remains to “various universities.” A referral was made to the Riverside, CA District Attorney.

• The Panel’s investigation discovered that Presidential Women’s Center in West Palm Beach, Florida, violated the federal and state law though their relationship with StemExpress, which allowed it to illegally profit from the sale of aborted baby remains. The matter was referred to the Florida Attorney General.

The good news is that the committee’s not done with its work:

As are all the CMP videos, this particular one is hard to handle, but this time it’s not for graphic images of baby parts. This time its because of the thought of some funky accounting practices to hide the disgusting practice of selling pieces of freshly killed babies....these are human beings. The fact they are trying to hide the practice with accounting tricks demonstrates they know they are doing something illegal. They don’t see them as human fetuses they see them as a lump of goo instead of unborn babies.

We should not be surprised that his administration would lash out with this eleventh hour power grab on the way out the door, but I am certain this rule will not stand for long.”

Black looks forward to the day when Donald Trump takes office and they can get to work defending the innocent lives of unborn babies.

“One would think a corporation that constantly touts its care for women, uses ‘parenthood’ in its name, and has ultrasound machines would want to ensure healthy pregnancies by allowing women to access ultrasounds to monitor the development of their babies,” she said. “But showing a woman an ultrasound image would reveal the beating heart as well as moving arms and kicking legs, destroying the ‘clump of cells’ myth Planned Parenthood perpetuates to try to make abortion easier to accept.”

Planned Parenthood has previously been exposed for treating unborn babies as profit and lying about providing prenatal care - again with abortion as their first priority. What more proof does Congress need in the debate over defunding the organization?

In the vast majority of Planned Parenthood facilities contacted by investigators nationwide (92 of 97 to be precise), prenatal care and services were mythical offerings. You want to abort your baby, come on in. You want to prepare to have your baby, go elsewhere. We told you this series was coming in our post yesterday on abortion and public opinion, and the above clip is merely the first installment. It looks like Live Action will be turning the screws on Planned Parenthood's propaganda just as lawmakers debate whether to pull their federal funding and reallocate it to more reputable providers who actually offer the healthcare they claim to. Before you go, check out the Free Beacon's profile piece on a former Planned Parenthood director who experienced a crisis of conscience and is now actively fighting the abortion machine she once helped operate. It's a difficult but worthwhile read, including a passage quoting a former abortion assistant describing how she and her colleagues would drink heavily on "abortion days" to dull the pain of their ghoulish work. The annual March for Life will take place in Washington, DC and cities across the country on Friday. Will the national media fixate on crowd sizes and Metro card scans when tens of thousands of pro-lifers pack the streets? Turnout in the nation's capital is expected to be big, as usual:

If the Lone Star State wants to mount a concerted effort to successfully defund Planned Parenthood, it won't be easy. A district judge filed an injunction on efforts to cut off Medicaid dollars to the abortion provider. Pressure has been building on Planned Parenthood since 2015 when a series of investigative videos were released alleging the organization profited off of selling aborted baby parts (via AP):

An injunction issued by U.S. District Sam Sparks of Austin comes after he delayed making decision in January and essentially bought Planned Parenthood an extra month in the state's Medicaid program.

Texas is now at least the sixth state where federal courts have kept Planned Parenthood eligible for Medicaid reimbursements for non-abortion services, although a bigger question remains over whether President Donald Trump will federally defund the organization.

Sparks' decision preserves what Planned Parenthood says are cancer screenings, birth control access and other health services for nearly 11,000 low-income women at 30 clinics. Texas originally intended to boot Planned Parenthood in January but Sparks told the state to wait pending his ruling. Arkansas, Alabama, Kansas, Mississippi and Louisiana have also had similar efforts blocked.

The Associated Press added that the judge slammed the evidence presented as more in line with a best-selling novel rather than “a case concerning the interplay of federal and state authority through the Medicaid program.” The Hill added the legal battle began when Gov. Greg Abbott signaled the he would be going after Planned Parenthood’s Medicaid dollars after the videos were released. Attorney General Ken Paxton plans to file an appeal:
