Currently, there is no legal means to do this, so if he can't find a legal way to do it, then he can't do it. It's as simple as that. Presidents can have beliefs in many things they want to implement, but usually, they don't get to do everything they want to do. I am sure Obama experience that in his frustration with whatever his trying to do with guns. I mean, Bush wanted to ban abortion. But it never happened. Trump is also the only candidate who says that he will never use executive order. He will implement things by bringing people together to agree through negotiation.
