Infact from a documentary I saw, ISIS was form in Guantanamo bay. First leader who built up ISIS was released from Guantanamo bay. So the problem is, all the political correct issues of trying not to convict innocents, when most terrorists would cover themselves up as innocents. It's exactly like the belgium bombings, where they knew about the dude and his plans 6 months ago, but not enough solid evidence to do anything to him to stop him!
