I also call total b.s. on this imaginary scenario. I have never been to a swingers' club, but I have not heard of any such goings-on at those either. (Most partner-swapping is done within a closed-loop fluid-bonded system, from what my poly friends have told me.)
I have never heard of this kind of reckless sexual behavior among females in a public venue. In a private setting, men would have to hire sex workers to perform girl-on-girl action.
This sounds more like a page out of a porn shoot. Those actors tend to keep a tight circle amongst themselves for the most part, my ex-porn sub pal tells me.

Some submissives like to get naked while scening during public play, but under the protection of their Dominant or designated Top play partners.
Public sex is not allowed anywhere I have been. Private rooms are sectioned off in a separate area without locks (as a fire safety precaution). It is understood that an open door signals others passing by can watch nonsexual play and may get invited to participate nonsexually; a closed door means keep out, no peeking inside allowed.

(d) You will not find a free-for-all queue for bottoming no matter where you go. Sometimes a group of friends will end up nonsexually service Topping one another at a BDSM event/Dungeon or private fetish party, like a male sub friend of mine does with his female sub buddies.
