Now I agree with the others that it is a stupid policy if you want to increase business but obviously he is doing ok or he would have changed it by now. to the op's questions, I don't think its the governments business to say one way or another. I think it's up to the business owner. Official documents are different and I think the number would depend on who need access to the documents. The hospital I work for has documents in english and spanish. If they have others, I haven't seen them yet but I wouldn't be surprised if they did. They also have translation services available for other languages.
