In as much as Dumbo Ears laid the foundation for ISIS to form, the statement is correct.

Dumbo Ears' policies are what created the vacuum which an Al-Qaeda splinter group (ISIS) filled.

Well one would wonder how any Iraqi would do anything against American soldiers etc. when according to Chaney, our troops would be welcomed as saviors...liberators !!

But then the real repub neocon policies sealed the deal with a wretchedly incompetent Paul Bremer took over and our military created Abu Garab. Thereupon the policy was not only to disband essentially the entire Iraqi govt. but was set upon to apprehend rather innocent Iraqi civilians just trying to survive a truly broken country, humiliate and torture them into confirming the lie that Saddam has something to do with 9/11 but went in friends and...came out enemies.

What could have possibly been a better method of military/political/police groundwork in creating 1000's of new recruits for any number of terrorist groups out to kill Americans and other coalition forces ?
