I think only 26 states have a law that requires the EC to vote with the state's popular vote. The rest don't have to. They can vote for anyone they want or no one at all. I think the reason for the miscommunication was in your using the term "electorate." That means those who can vote in an election. Technically, that isn't wrong but it's not clear. Those who vote in the the Electoral College are typically referred to as "electors." To that end, I highly, highly doubt electors would do that. I have no if they're allowed to turn in blank ballots or not. Regardless, unless Paul Ryan is within the top 3 vote getters in the EC, he won't be an option for the House.
