Being expelled from one school for such things, means no other schools will take him in. Police reports, means criminal record. Personally, I would make it very hardline too and warn all the parents that it is a instant expel out of the school IF the boys are caught doing this. In my country, it's not like the US. You usually can't sue for everything. The court won't entertain it. And even if you win, the damages awarded is gonna be severely less than the legal fees. Very little suing happens around here precisely because it's just wasting your money. I think alot of suing happens in the US because, they believe they could gain financially from it.
