That aside the mad nutter just seems to want Putin's approval for reasons that escape me.

But this letter is written by Putin and he isn't exactly great at English!
So it makes sense. Russia also has a more old school traditional way with them. They are a stiffer and more formal society. Gosh some Russians I met are so stoic and have no sense of humour at all.
Also, it is confirmed that the Russian government that it was sent by Putin himself.

*Meddling in the U.S. Presidential election -- and feeding stolen DNC files to wikileaks to try to affect the outcome.
*And last, but not least... quickly recognizing Trump as a petulant, narcissistic man-child whom he can manipulate by flattery into ending sanctions -- and get those hundreds of millions of petrodollars into his pocket at last.

Alot of these are allegations, personal point of view and not exactly facts.
