The president can write anything he wants to, but someone in congress has to sponsor it and congress has to pass it, unless you think he is going to follow Obama's lead an just ignore congress an implement it on his own. And even then Congress can veto it

And as far as plans to replace it with, stop watching CBS, NBS, ABS, MSLSD, CNN, or any of the other fake news organizations and do some research on your own.
