In high management positions, you expect your personal assistant to go through all your things, and then brief you on the most important things you need to know. You probably gotta sign alot of stuffs. And you just routinely sign them but you have a trusted person to vet through them on the important things to highlight to you. It's normal. Like before a meeting also, your personal assistance will compile you a file on important things you need to know before the meeting. So yea, he has to blast the person who is suppose to highlight to him important details about documents he is signing IF they failed to do a proper job. Especially someone running the country. I don't think they have the time to read every fine print. I do not expect them to. They need to have trusted people to do all that for him and highlight to him anything of concern. No excuses please. At most he signed only three EOs in a day. If he won't read them his crayons should be taken from him.
