Further, the GCA at 18 U.S.C. § 922(d) makes it unlawful to sell or otherwise dispose of firearms or ammunition to any person who is prohibited from shipping, transporting, receiving, or possessing firearms or ammunition. Basically, if a person fails a competency hearing, they cant buy a gun. As for the various reasons people have a 3rd party handling their social security checks, there are at least a dozen that do not involve mental health issues. So the order that Obama pushed where anyone with a third party payee for their social security checks could not buy a gun is bullshit.
