The problem is that the dowry is a religious thing and nothing to do with the law. If the husband comes back to the UK, they are still married... just not living together. As such, technically and legally, there's no 'fraud' being committed. The laws regarding bringing in a foreign wife to the UK isn't as straight forward as it used to be. At one time, the spouse had a right of entry and residence to the UK - not so these days. All the husband has to do is wait for 2 years and file for divorce for separation during that time - and it will be granted. He is then free to do it all over again and not be breaking any laws. Expectations are one thing. The legal issue is quite another.
