If your bizarro world wacko alt left website isn't pure propaganda, Bannon was obviously referring to a defensive posture, just like Europe is taking by placing armed soldiers everywhere

There was an armed soldier in the Brussels train station because of the Muslim threat, and we know that such defensive measures are wise

The prophecy that drives ISIS in its quest to topple 'the new Rome' is just as scary, and there is absolutely no reason to believe that they wouldn't want to drive a wedge between non-extremist Muslims and the west.
They see it as more warriors for their holy army, fellow Muslims they're saving from the corruption of western values.

Exactly why do you think that this narrative is implausible? You think ISIS is more rational than that? You think that someone who appears on Alex Jones is above tinfoil hat conspiracy shit? Bannon is just misunderstood?
