The dog look like it was just standing like at least 3 feet away from the cop and just barking at him and then he took out his gun and shot the first one, when the second one saw the first one got shot, the second did charge at him, don't blame that dog for defending his friend, and then he shot the second dog too. End of the day, they need better training to deal with pet dogs. Not shoot them! They are trespassing private property. The dogs were just protecting the site. If it's some wild feral dog on a rampage hurting people, so sure, shoot it. These are guard dogs and he was in an area where they were guarding. I think he over-reacted and panic. I just think they need to choose cops who can deal with stress situations with absolutely calmness. Then all these type of panic shootings won't happen.
