People don't actually care about the world or the future, they only care about the here and now. A big part of why environmentalism, feminism and showing basic respect for people who are different aren't more popular is because they require sacrifices and extra effort without much in the way of immediate returns. There seems to be a lot of doubts about whether or not this factory will happen and how they're going to subsidize it, but if it goes through Trump will go out of his way to turn it into a large PR win. It's not like he has anything else to do, and taking credit for others' work is what he does best.
