The complaint against Malcolm Orr was that he was a "suspicious person" and that he was trying to take groceries from customers. We don't know if any force was applied nor do we know if he actually robbed someone. During the video we see Orr walking away with his back to the cop Quincy Smith. Smith persisted. Not sure if he was armed other than with the taser. But I heard Smith repeatedly threaten Orr with harm. That is no excuse for Malcolm Orr to turn around and fire off eight shots at Smith. I am not contesting the jury verdict. But, I do believe Smith's actions were reckless and Smith endangered himself, tragically. It is important to note that at no time did Smith give Orr a specific reason why he wanted him to stop. To stop you a police officer must have a specific reason to suspect your involvement in a specific crime and should be able to tell you that reason when you ask. Sadly, Orr did not ask; maybe he was guilty of some other crime. There was no mention he was carrying drugs so this is just speculation. All too bad. He fit the description of the person trying to steal groceries. Any reasonably intelligent person would have taken their hands out of their pocket. Orr is an idiot, his actions almost assured a confrontation and he instigated the violence.
