Thus, just because someone is incredibly unlikely to do a thing, that doesn't mean that person will never do that thing. And, your question also demonstrates that you don't understand the difference between someone who legally owns a gun and someone who does not legally own a gun. In Ohio (which is my State, and my statement may or may not be valid for any other State), it is legal to openly carry a gun, but you need a permit to legally carry a gun concealed. So, if I'm walking down the street while armed, I had either be carrying so the gun isn't concealed, or have a permit to carry it concealed. Was Orr legally allowed to carry a gun? If he was, that still doesn't make Jeff's claim any less true.
