That is not a Constitutional item, it's merely a statement that no federal law prohibits assassination. Mostly that article refers to an Executive Order that has been rescinded.

The opinion cited in a very conservative think tank was a scholarly dissertation on said governmental source. If that is not sufficient for you perhaps you might avail yourself of google to find some source that disagrees with the one cited.

The assassination attempts on Castro and Chavez were not carried out by US forces. Bin Laden was never a legitimate foreign government member, but was simply a terrorist leader, apples and oranges.
