That price is NOT for a product sold by Amazon, but some rip-off organization called Prime Central Store, who also sell Perrier for 31.82 for 24 16.9 oz bottles.

While Amazon doesn't set prices for third-party merchants, consumers may not always realize they aren't buying directly from Amazon and blame the online retailer for higher prices or delivery issues.

It depends. Living in the country, as I do now, I buy distilled water (I fill it myself) because the well water isn't pleasant.
Other times, such as contaminated city water made buying bottled water necessary.

Raising prices is one thing. Price gouging another. If I know of a company that does that during a state of emergency, I will refuse to buy products from them. It may be legal (or not, dunno) and it may even be an ethical business choice but that doesn't make it the right thing to do.

that was one of stossel's points---that whoever was selling whatever would have to deal afterwards with the customers. being mindful of that, that helps the businesses set appropriate prices.
