Do you know what equipment and facilities are needed to moor a full size ship?
Did the channel shift and need to be re-mapped?
Were there sunken boats in the channel that needed to be cleared to get ships in?
Were there services or would ships need to steam pierside? (Steaming pierside gets gunk in the systems and releases pollutants into the harbor.)
Is there sewer hookup or do you need donut coffers for sewage discharge to the harbor?
Is there shore steam?
Is there water and electrical hookup available?

Some of the checklist items for a ship entering port. Do you think a Port Captain would have trouble with ships incoming right after a hurricane? Do you think considerate countries would not send ships until the port was ready?

I'll wager the "ban on ships" was in order to give time to clear harbor debris and verify the channedl before opening to ships. There was no ban on small boats and yachts but a warning the channel might be compromised and no shore services available.

The ports in Puerto Rico are re opening and ships can enter safely now. Sheesh, so much ignorant journalist lack of understanding leading to seriously fake news.

As the posts immediately above indicate clearly, you have not made the best possible impression.
