No actually I don't understand what you mean by "you don't argue with the US".
But to me, Puerto Rico being US problem is news to me. They aren't considered one of the 50 states. Yet US is responsible for them.

Because I thought Puerto Rico is "self-governing" like Canada and Australia. So does this mean IF Canada or Australia has natural disaster, the UK is 100% fully financial responsible to pay for all their damages?
OK, first of all, insurance claims are handled by Wall Street, not the government, except in very extreme circumstances. Florida has its own insurance company that covers the homes other companies won't touch, but it's a last resort. Yet, Wall Street is dealing with record highs regularly.
Puerto Rico is a US territory. We own it, period, and have since 1903, I believe. They have begun the process to apply for statehood, but it's going to be slow going I think. But anyone born in Puerto Rico is a naturalized American citizen. Now, under international law, they could just as easily become their own country; that doesn't mean we'll let them, although the current administration may just say good riddance, and then start trying to deport US citizens that have been born in Puerto Rico, and then we'd have another Cuba on our hands, albeit without the revolt.
