In the pie chart on budget; why is Social Security included in the chart as it is not funded by the general fund but is a supposedly separately held fund that is not dependent on tax revenue but by FICA contributions? Or, is the author saying that FICA is really a tax and a boondoggle to force taxpayers into an over 50 percent tax rate without providing the concomitant social benefits like public health care? <yeah, that is snark>
