Former cabinet members, including Condi, have said that it is common occurrence for the administration-elect to meet with foreign diplomats. It is pretty much expected in fact. An incoming administration team needs to build relations with their counterparts in foreign government, give the illusion of stability with regime change, etc. Really just be friendly. But since there can only be one President at a time, speaking about specific policies, or changes to them, could undermine the current administration and be considered treasonous, depending on the scope. Obviously anything the president-elect has said in campaign speeches or debates, or has posted on Twitter is public record, so repeating those statements shouldn't be grounds for charges, but it is always best to speak in vague generalities, positive whenever possible and appropriate. It goes without saying that a new President means a different way of dealing with the world, to at least some degree. Moreso when there's a change of party in charge. Russia has been at least trying to interfere with our elections for God knows how long. 2016 is just the first time it has been so blatant, and some would argue successful. Condoleeza Rice said it was likely a personal attack on Hillary, since she questioned Putin's election win when she was Secretary of State. But the attacks on our election could never have been possible if the DNC hadn't been so lax in their Cyber security, if social media companies in America refused foreign money for political advertising, and if the American people as a whole weren't so damn divided on so many issues. And as much as I do blame Trump for antagonizing the divide in this country, I blame Hillary for knowingly giving him such an opportunity to exploit us all. She has to know that she had too much baggage to be electable. Half the country flat out hates her. In one way or another, our country needs to heal. We absolutely must find common ground, even on the most controversial issues, and make progress towards resolving them. We need true leadership to make that happen. Not just in our government, but in our churches, communities, schools, and businesses. There has to be suitable compromises that do not compromise anyone's personal rights, or who we are as a people. We have to stop demonizing one another because of our beliefs and politics, and make a serious attempt to find common ground. But sadly, even reasonable debate is impossible in the current environment. Worse, it seems that there are far too many that seek to cause even more strife among us.
