While I agree that some doms enjoy spiritedness that looks bratty to others, the OP has stated that the dominant claims to despise it, and apparently not accept it from the other members. Seems like the dominant does know how to deal with bratty behaviour.

That leads me to believe that the sub who is behaving in a bratty way, has the dominant under their thumbs. I would venture a guess that the dominant is unwilling to risk losing that slave by disciplining them.

Only the dominant in question can answer the why.

The occasional bratty, cute thing is attractive, and somewhat playful.... we all nead a break sometimes....

However, ongoing brattyness, etc is irritating. Not to mention a bad reflection on the Dominant.

I know i can have my brat streaks, but its never to an excessive extent, and never in a 24/7 D/s relationship, I agree it would give my master a bad reflection

Just thinking out loud.

I have called behavior "bratty" at times, but in thinking: that is incorrect.

My idea of brattiness is very different than those stated above. I am wrong. My bad. Heck, at least it means I am not a brat.  <teasing>

For example: I never act out for attention. Never, ever to manipulate!

If ever I have behaved in a less than respectful manner, it was out of self defense. Misguided? Yep. Spoke too quickly. Said the wrong thing in confusion when directions were unclear.   Asked "why"? ( note - I do think a respectfully asked question to clarify directions is appropriate- some may not  agree)  

Bratty? More defensive, reactive. Not claiming that is OK. Everyone should think before speaking.   Or writing -yawn. Tired.

Honestly: Men aren't one dimensional droids who robotically fall helpless at the notion of p *$$y. That is absurd.

Because they value something more about the sub/slave than the bratty behavior detracts.

He's not interested in protocol and rituals. He is past the "this is deadly serious" stage. He is secure in his position and enjoys playfulness in his life. More importantly however is that I only brat when I am feeling happy and secure, the worse I feel the less capable I am of doing anything but silent obedience and not looking at him. So he encourages my brattiness as it is a sign that I'm more secure in myself and in our relationship. If I'm able to say something silly like "You and what army?" followed by being wrestled down and tickled or spanked, it shows him that I'm gaining my balance. And as it's taken over three years of him affirming my worth for me to reach this point, he isn't going to undo all that work now.

I agree with LA mostly on this one. If the dominant is tolerating behavior that he doesnt approve of from his submissive and the behavior is not showing any signs of improvement, then its probably a failure on his part. If its out of a desire for pussy, then the submissive is clearly in control with sex as the leverage. If its out of fear of losing the sub by discipling her, then the submisisve is using emotional blackmail, whether its intentional or not. For example, my first sub did this to me in an unintentional way, getting down and hurt when I disciplined her, appealing to my soft side and making it hard to hold my ground. Something I had to correct in myself really fast.

Of course, at the same time, nobody is going to be perfectly submissive 24/7. Everyone is going to resist control at some time or another and every submissive, whether they admit it or not, is going to test their dom and see just how far they can go and what their boundaries are. Its on the dominant to catch it and deal with it in a constructive way. So I think at one point or another, everyone is going to be "bratty" and the ones that arent are just finding more subtle ways to test their dominants and limits. I didnt consider my girl to be bratty in the least, but she certainly found plenty of subtle and passive ways to act out and test me that were hard to catch at first.
