I have never witnessed or performed this myself. However, I don't imagine it would be a form of play or punishment I would employ for a submissive. I prefer other techniques instead. porcelaine

Mom used it more than a few times growing up...it worked pretty well. So if a sub was misbehaving or needed a punishment for something else I imagine it would be just as effective now. Haven't done it yet though.
