He does it to get your attention knowing you don't allow it. Well it seems he is testing what he can get away with.

I suggest punishments of increasing severity until you reach the maximum, at which point from then on whenever he plays with himself when he is not allowed, he will get maximum punishment. Hopefully he will learn his lesson before you have to give him maximum punishment each time.

When you have decided he has absorbed the rule and learnt his lesson (he is consistantly following it, without breaking it), you can reward him. Reward him when he is good, punish him when he is bad.
