Thank you all for your input and advice. I don't see my boss firing anyone, she has stated blunty she doesn't fire due to the fact she does not want to pay higher unemployement insurance which personally makes no sense to me.
 
My Master and I have talked about this situation since it began, he wont make this decision for me nor should he. It is my career,however; I have been looking very closely at the reasons to stay and the reasons to walk away.

Hmm.. too bad you didn't get that on tape... Boy.. what a quote to give to the parents and the Licensing Board... blah blah and my employer "doesn't fire due to the fact she does not want to pay higher unemployement insurance"   I would think that statement alone would bring out the inspectors.. both parental and governmental.

I've worked in childcare also, but mostly doing state and county policy work rather than direct care.  The childcare industry is heavily regulated and there are a variety of networks and agencies that provide information and referral on issues relevant to childcare.  A quick web search should be enough to find an agency near you.  Or the phone book in the county government section.  In the two states I'm familiar with, clearinghouses with offices in every counties provide training and technical assistance.  I'm sure if you called such an agency, they'd be able to help you work through your options.  One thing you might want to consider is that as a child care worker, if you suspect abuse, you must report it.  I don't know if your co-workers behavior could be considered emotionally abusive, but, from what you've said, it sounds like she's at least playing with a line.  Its something to think about.

When my daughter would come home from school and say..."so and so said such and such about me"...my first question was..."do you think that is true about you"....of course the answer was "no".....so why then are you letting someone else tell you who you are....or ruin your day....when I am faced with a co-worker or customer for that matter....I recite back my own words to myself....why do you care what she says or does....you are obviously above her....so why are you giving her so much control over "YOU"
 
As for the children....screw the higher unemployment....if I was sending my child to a day care in a unhealthy enviorment...the owner would have a much bigger problem than an increase....maybe getting the owner to see it from the parents point of view and what could possibly be bad for business...instead of the personal point of view....sometimes money/greed will motivate when human factor  won't

For the kids sake stay and make her leave.  Abuse is abuse and even if you leave the kids are catching it.  I as a parent would want to know if my child was being abused.  Trust me when the owner loses enough kids due to the abuse she will send this person away from the business.
