Not quite a flip-flop, he's trying to be polite to people who can't understand what they hear or who might have misunderstood him for whatever reason. Paraphrase: "I'm sorry if you were offended, but you took it the wrong way." The whole flip-flop thing is, of course, partisan nonsense. I would hope that anyone in a leadership position would be big enough to recognize an error, correct for it, and move forward. Everything chimpy has said and done has been predicated on a string of lies. Does saying one thing and meaning another count as a flip-flop or just as being wholly unethical?
