So, am I to take it that the answer is NOT of the form, "Location of this-or-that event or physical item"?  If so, what a very, very strong clue.  If so, what a very, very difficult answer.

Hint #2 is sorta misleading because both Mass. and Iowa ratified the 19th amendment to the Constitution in 1919.  Texas was #3. 19th amendment is commonly called "Women's Right to Vote."

Yes, these 4 US Battleships, that served during World War I, were converted to be used for target practice, both land and aerial, by the US military in the early 1920's.  The designators for these ships were:
 
BB -2 - USS Massachusetts
BB - 4 - USS Iowa
BB -13 - USS Virginia
BB - 14 - USS New Jersey

 
It may be of interest that BB-62 is also named USS New Jersey and is now a museum ship at Camden, NJ. http://www.battleshipnewjersey.org/

WHY would she not come to Colorado (and visit me in Denver) if she's going all the way to Nevada?  And besides, W.V. was NOT first on the original list.  I guess I have to spell out Hint #1 above:  First four states on a chronologically ordered list of states that .......
