Oh, let's make it easy..... Came up with this quartet while trying to solve fluff's last quartet that (turned out) was about ships named after states.  This IS about the land masses named:
 
West Virginia
Illinois
Louisiana
Nevada

They were the first 4 states to .............. ?

Nope. However, Nevada was first to do this. The answer pre-dates the Bugsy Siegel era of the "creation" of Las Vegas. (Gambling was legalized in 1931.)  All that booze, at one point, was illegal. (That not-so-hidden clue is a half-red herring since it shares only part of the answer.)

Nope.  I say in horror, "fluff is NOT a prostitute - although she is in West Virginia!"  C/mon MM, we've got 4 states in the quartet and evidently more since those 4 are the first on a longer list.  Which of the 3 others has legalized prostitution?..... Concentrate, my friend, concentrate.

They were the first four states to ratify the Fifteenth Amendment to the United States Constitution, which prohibits each government in the United States from denying a citizen the right to vote based on that citizen's "race, color, or previous condition of servitude" (i.e., slavery).

Nevada (March 1, 1869)
West Virginia (March 3, 1869)
Illinois (March 5, 1869)
Louisiana (March 5, 1869)

The amendment was ratified nationally on February 3, 1870.
