They were the first four states to ratify the Fifteenth Amendment to the United States Constitution, which prohibits each government in the United States from denying a citizen the right to vote based on that citizen's "race, color, or previous condition of servitude" (i.e., slavery). Nevada (March 1, 1869) West Virginia (March 3, 1869) Illinois (March 5, 1869) Louisiana (March 5, 1869) The amendment was ratified nationally on February 3, 1870.
