They are not service areas.  They are not all on the PA turnpike.
 
The word "tunnel" would describe them, but that is not the complete commonality.

Water tunnels in Pennsylvania?
 
We've got Mott, Eisenhower, Big Thompson, etc......

Just saying that whether you "win" or not, it's always good to have one in hand. LOL!

Also, I've played with fluff, ...... er........... I mean: I have been playing this game along with fluff for long enough that your answer sounds about right for her type of quartet.  Also, I did find that all four tunnels have been abandoned for general/turnpike use. And all four have by-passes.

Oh, oh.....pick me!  I now have two in-hand!!!  (igor - if you CMail me I will give you one.)

Igor is correct ... three are tunnels the were abandoned on the PA turnpike in the 1960's. 
Memorial Tunnel is an abandoned tunnel on the West Virginia Turnpike.
Memorial Tunnel has been used for various training opportunities, including how to ventilate tunnels and fight fires in tunnels.
