Clue #1
 
All 4 states have something that uses the common thing.  3 states "somethings" connect, the 4th state does not connect but still uses the common thing.
 
 
PTS - That's the somethings, but what do they all use in common?

Yes, DC, they all us the EZ-Pass as do several other turnpikes and toll bridges.
 
When i lived in Oklahoma the turnpike there used PikePass. They all operate in a similar manner as the EZ-Pass.  You put money in an account and the toll is debited each time you go through a toll plaza/barrier without having to stop or have cash.  Usually the Pass got you a reduced toll.  You could get an itimized statement monthly/quarterly that showed which toll location you used and the amount of toll.  i happen to think it is a good system.
