What you need:
3 heavy-weight zip ties long enough to go around both ankles at once (you can get them at the hardware store and most auto parts stores)
2 broom handles (make sure they're longer than his armspan)
2 golf balls (wiffle is fine, it's about size)
Duct Tape
Scissors (for when you're finished, and possibly for the duct tape)
What you do:
Put a golf ball in each hand, have him make a fist around it, and then duct tape his hands that way.
Have him kneel.
Zip tie his ankles together.
Count to ten, slowly.
Tighten the zip tie again if there's any slack (he'll probably have stopped flexing at this point).
Have him extend both arms like a T.
Lay one of the broom handles across his shoulders.
Bring his wrists around the top to the front, so the broom handle is held on his shoulders by his arms (envision the two-buckets-on-a-stick scenario).
Ziptie around each wrist AND the broomhandle (so he's tied to it at both ends).
Count to ten, slowly.
Tighten as needed.
Slide the other broom handle in from the top, vertically. It goes between his back and the "crossbar", and then tucks between his ankles under the ziptie.
Cheap, and effective.
I'll be interested to hear if he gets out of it, and if so, how.
Edit: You'll want to check his hands and feet pretty regularly to make sure he's still getting good blood flow. Also, if you make a notch in the 'crossbar' broom handle where his wrists will be, the zip tie will fit into the groove and he won't be able to slide his arms along the handle. You can do this with a nail file if you don't have a more suitable tool.
As far as gagging him, instead, try one of those big bells they put on holiday decorations (try any craft store). Stick the bell in his mouth. If he spits out the bell, it's like calling a safeword, which means you'll immediately release him from his bonds. If he wants to be bound, he's not gonna want to do that. And it's hard to speak with bells in your mouth. *wink*
Now, as for the submissive teasing the domme about how ineffective she is? That's disrespect and should be addressed separately.
