I'm not sure that assessment of the Supreme Court is accurate. In 1977, when Carter took office, the court had the following members:

Chief Justice Warren Burger (Nixon appointee, conservative)
Justice Harry Blackmun (Nixon appointee, moderate-liberal)
Justice William Brennan (Eisenhower appointee, liberal)
Justice Thurgood Marshall (Johnson appointee, liberal)
Justice Lewis Powell (Nixon appointee, moderate-conservative)
Justice William Rehnquist (Nixon appointee, conservative)
Justice John Paul Stevens (Ford appointee, liberal)
Justice Potter Stewart (Eisenhower appointee, moderate-conservative)
Justice Byron White (Kennedy appointee, moderate-conservative)

As you can see, Republicans had appointed seven of the nine justices, and the majority were either moderate-conservative or just plain conservative.

Don't overlook the fact that every single nominee was appointed as a conservative. Supreme Court justices have a histor of 'becoming liberal' as they take their responsibilties seriously to protect civil liberties, much to the consternation of rapacious administrations.

To get around this tendency, Richard Nixon ignored the practice of choosing the most qualified and began the practice of choosing those who would remain ideologically right-wing. (Notice I did not say conservative, but 'right wing'.)

While Richards seems a reasonable man, you see the results of offspring of the ideological right in Scalia and Thomas, who almost by rote vote against civil liberties. These were the men who decided government had the right to seize property from citizens and give it corporations or in fact anyone a government chose. These are the men who have never voted to abate a death penalty case. These are the men who determined that citizens have no 'right to privacy'.
